O'Hara and a team of agents storm a warehouse full of automatic rifles and shots are fired. O'Hara is forced to shoot an armed suspect to prevent him from escaping. Back at the office, Mr. Scott, one of the perpetrators, refuses to say where the guns came from because he fears for his life. The National Office advises O'Hara that the XW-1, a gun similar to the ones that were confiscated, was banned by the U.S. Army in 1949. O'Hara flies to the U.S. Weapons Command on Rock Island to find out the details. Col. Wescott informs him that the XW-1 was considered for use by the army but was rejected because of a flaw in the design that made them jam. However, the guns that were confiscated had been redesigned and the flaw corrected. O'Hara goes undercover to contact August Werner, the German munitions expert who disigned the XW-1.
