The inanely titled "Evil in Clear River," which airs at 8 p.m. Monday on ABC-Ch. 7, is concerned with still another issue-of-the-month: the teaching of anti-Semitism. But more than that, it is one more example of a favorite movie-of-the-week genre: the courageous individual against the apathetic masses. In this case the heroine is Kate McKinnon (Lindsay Wagner), who lives in the small town of Clear River in Canada's Alberta province with her husband, Glen (Michael Flynn), a farmer, and their teenage son, Mark (Thomas Wilson Brown), a top student and a star on the high school hockey team.
