THE VEGGIE crowd will gather in Washington for a gala inaugural dinner -- no furs preferred. The Jan. 19 dinner at the Willard Intercontinental Hotel, organized by People for the Ethical Treatment of Animals, costs $250 a person. The guest list includes k.d. lang, Rod McKuen, Lindsay Wagner, Alec Baldwin, Kim Basinger, Elvira, Kevin Nealon and Tony La Russa.
