In This Inauguration, Family Matters; The Muppets, Raffi In `Youth Salute' Cast

Folk singers Raffiand Emmy Lou Harris, pop sensations Boyz II Men,family institution Fred Rogers of "Mister Rogers' Neighborhood," toddler idols Kermit the Frog and other Muppets, the Joffrey Ballet and TV stars Markie Postand Will Smith will be among those performing here during inaugural week, the Presidential Inaugural Committee announced yesterday.

In a joint announcement with the Disney Channel, the committee unveiled an eclectic lineup for a "Salute to Children" and a "Salute to Youth," two hour-long shows that will be produced at the Kennedy Center Jan. 19. The Disney Channel is contributing its production and live broadcast of the afternoon shows to the inaugural committee. Passes for both shows have already been distributed.

This special afternoon for families was requested by Hillary Clinton and Tipper Gore as a substitute for any traditional salute to the First Spouses. Clinton, an attorney, has been the chairman of the board of the Children's Defense Fund and has said family issues would be one of her priorities during the administration.

Fred Rogers, who is marking his 40th year in public television, is expected to introduce the families of Bill Clinton and Al Gore. "The current plan is to try to have the Clintons and the Gores attend," said Richard Mintz, the spokesman for the inaugural committee.

The "Salute to Children," which is designed for youngsters up to 12 years old, will star Rosanne Cash, the Parachute Express, Diane Ferlatte,Adventures in Wonderland, as well as Rogers, Harris, Raffi and Kermit. Post, the costar of the CBS series "Hearts Afire," will be the emcee. The "Salute to Youth," for those up to 18 years old, will be hosted by Smith, the star of NBC's "The Fresh Prince of Bel Air," and will feature Clarence Clemons,Celine Dion,the current Mickey Mouse Club and the Los Angeles Youth Ensemble Theater, as well as Boyz II Men and the Joffrey.

In the next few days, the committee is expected to announce the talent for "America's Reunion on the Mall," the outdoor festival Jan. 17 and 18; the "Call for Reunion," a show that Quincy Jones is producing at the Lincoln Memorial the evening of Jan. 17; the Presidential Gala, which will be televised from the Capital Centre Jan. 18; and the various inaugural balls.

The enthusiasm that the entertainment community showed during the campaign and at the Democratic Convention last summer - support for Clinton that was highlighted by a mini-concert by Barbra Streisand at a Hollywood fund-raiser last September - is also marking the official and unofficial events of inaugural week. Indeed, it's shaping up as the most star-studded inauguration since Ronald Reagan's in 1981, when Frank Sinatra directed the celebrity-gathering efforts.

Streisand was one of the first celebrities to confirm that she would appear at an inaugural event, and is expected to perform at the gala. Other celebrities expected to attend either as guests or performers include Aretha Franklin, Kenny G., Judy Collins, Michael Bolton, the Beach Boys, Melba Moore, Bonnie Raitt, Ted Danson, Whoopi Goldberg, Alec Baldwin, Kim Basinger, Richard Dreyfuss, Richard Gere, Cindy Crawford, Carrie Fisher, Bette Midler, Mary Steenburgen, Linda Ronstadt, and Peter, Paul and Mary.

For many of the events, performers who have been identified with causes have been signed up. Richie Havens, Kenny Loggins and Paul Winter will entertain at the Environmental Inaugural Ball at the Washington Harbor Complex on Jan. 20. People for the Ethical Treatment of Animals has enlisted k.d. lang, Lindsay Wagner and Rod McKuen for its Jan. 19 ball.

Local entertainers booked for the week include the Capitol Steps, which will be performing at a party for the pilots of the private jets parked on inaugural night at Butler Aviation at National Airport.

For the Lincoln Memorial event, Quincy Jones is expected to tap many of the people he brought together for the "We Are the World" recording and his spirited updating this year of Handel's "Messiah." He has already asked four local choirs to participate - the Voices of Ebenezer from Ebenezer A.M.E. Church in Fort Washington, the Eastern High School Choir, the Howard University Choir and the Duke Ellington School of the Arts Show Choir - according to the Rev. Donald Vails, the music director for Ebenezer, and the music director for the inaugural parade.

The timing of the inauguration is fortuitous for the committee organizers and party planners, because mid-January is one of the slowest periods in the entertainment business. "None of our acts are booked - January is a very quiet month," said a representative of Premiere Talent. The firm handles U2, which is home in Dublin for the month, Van Halen, and Bruce Springsteen, whose publicist said, "As far as we know, he isn't scheduled for any performances."

Participants previously announced include mezzo soprano Marilyn Horne, who will sing "The Star-Spangled Banner" at the swearing-in at noon on the West Front of the Capitol. The rest of the program includes the choir of the Philander Smith College in Little Rock and the U.S. Marine Band.

During the inaugural parade, Raffi Cavoukian, the Egyptian-born singer who is a citizen of Canada,will perform with Kids for Saving Earth, a grass-roots organization. Also appearing at the parade will be reggae band Steel Pulse and an Elvis impersonator.
